OSHKOSH, Wis. (AP) — Oshkosh police are asking for the public’s help in finding a man who dumped a puppy at a truck stop. An employee at Planeview Truck Stop found the dog behind a trash bin yesterday morning. Police say the puppy has a broken pelvis and will need surgery.
