MADISON, Wis. (AP) — Wisconsin officials have set up a new process to help people get state identification cards without paying for a birth certificate.  The announcement Wednesday comes after the state Supreme Court last month upheld a law requiring voters to show photo identification at the polls. The court said, however, that the state can’t require someone seeking ID to vote to pay fees for supporting documents.  The voter ID law remains blocked in federal court. However, Department of Transportation officials say that starting Monday people seeking ID cards for voting but lack the prerequisite birth certificate can supply birth information at DOT offices. That agency will relay the information to the state Vital Records Office, which will verify the information for free.  Applicants may have to wait days or weeks for verification.
