9-27-14 transportation fund-ballot measure

RACINE, Wis. (AP) — Wisconsin lawmakers, manufacturers and others are holding a rally in Racine to generate support for a ballot measure aimed at safeguarding the state’s transportation fund.  Those expected at the event at CASE Construction Equipment include Republican Assembly Speaker Robin Vos and Democratic state Rep. Cory Mason, who serves on the legislature’s budget committee.  The ballot measure would change the state constitution to require license plate fees, gas taxes and other transportation-related revenue to be used to maintain the state’s roads and other forms of transportation. It also would establish a constitutional basis for the state transportation department and transportation fund, which now operate under state law.  Republicans proposed the amendment after former Democratic Gov. Jim Doyle diverted $1.3 billion from the transportation fund to pay for schools and other expenses.
