3-22-18 horse molester bill dies in state senate

The Wisconsin state director of the Humane Society of the United States is expressing disappointment over the state senate’s failure to act on a bill that would criminalize sexual contact with animals.  Melissa Tedrowe says senate majority leader Scott Fitzgerald objected to the idea of press coverage on the last day of the session including talk of sex with animals.  The Assembly bill was in direct response toa Brown County man,  Sterling Rachwal, who has been molesting horses for decades.  Several  years ago Rachwal was convicted of disorderly conduct for molesting a horse in Fond du Lac county.  Tedrowe says the bill would change sexual abuse of an animal from a misdemeanor to a felony with prison time.
