The Fond du Lac city council is meeting as a committee of the whole Wednesday to discuss a feasibility study on a Lakeside Park alternate master plan, as a group gathers signatures to put the question to a referendum. The group is circulating a citizen’s direct petition that would force a referendum before there could be any development on the lighthouse peninsula or Oven Island.Local businessman John Papenheim is one of the petition organizers. “We just don’t feel like we’re being listened to and we want to know why not?” Papenheim says he’s confident the group will be able to collect the necessary signatures. A business group wants to build a restaurant on the lighthouse peninsula and an amphitheater and parking lot on Oven Island.
