2023 Mill & Overlay Program
Schedule: August 7 through September 8
Description: The project includes manhole adjustments, spot curb and gutter replacement, milling pavement, and overlay of asphalt.
Project Locations:
Roosevelt Street from Arndt Street to Winnebago Drive
Division Street from Reid Terrace to National Avenue
Mohawk Avenue from north of Harborview Drive to north of Boat Launch
September 11 to September 15: Weather pending the schedule for the project is as follows.
Monday – 9/11/2023
o Start paving Roosevelt Street after 11 TH Street paving is complete, mill Mohawk Avenue, and start milling East Division Street
Tuesday – 9/12/2023
o Finish milling East Division Street, finish paving Roosevelt Street, and start paving East Division Street
Wednesday – 9/13/2023
o Complete any remaining milling, one paving crew will finish East Division Street and another crew will pave Mohawk Avenue
Thursday – Finish any remaining paving
2023 Seal Coating Program
Schedule: August 23 through September 8, weather pending
Description of work: The work will include placing a mixture of liquid asphalt and fine aggregate over the entire street. The application fills small cracks, cover minor road deterioration, and extend the life of the roadway.
September 11 to September 15: The contractor will begin seal coating Wednesday, September 13 and continue through the week, weather pending. Streets not completed this week will be completed the following week.
Traffic impacts: The streets will be closed to local traffic for periods of time. Parking will not be allowed on the street during the times of street cleaning and micro surfacing. Temporary “No Parking Signs” will be placed along the street.

Eleventh Street – Park Avenue to Vine Street
Schedule: July 10 through September
Description: The project includes gas main and service relocations, reconstruction of sanitary sewer and laterals, storm sewer and laterals, water main and laterals, roadway, sidewalk and approaches, street lighting and restoration/landscaping.
September 11 to September 15: Contractor will pave asphalt early in the week (weather pending).
Traffic Impacts: Eleventh Street will be closed to through traffic. Residents, business owners, and customers may access properties past “ROAD CLOSED TO THRU TRAFFIC” signs. It is illegal to drive past a “ROAD CLOSED” sign or to move any construction barricades. Parking is not permitted on the street within the construction zone during working hours.
Division Street – Lincoln Avenue to Railroad Tracks
Schedule: July 31 through October
Description: The project includes gas main and service relocations, reconstruction of sanitary sewer and laterals, storm sewer and laterals, water main and laterals, roadway, sidewalk and approaches, street lighting and restoration/landscaping.
September 11 to September 15: Contractor will continue sanitary laterals and water service installation.
Traffic Impacts: Division Street will be closed to through traffic. Residents, business owners, and customers may access properties past “ROAD CLOSED TO THRU TRAFFIC” signs. It is illegal to drive past a “ROAD CLOSED” sign or to move any construction barricades. Parking is not permitted on the street within the construction zone during working hours.
Ledgeview Avenue – Park Avenue to Cottage Ave Dead End
Schedule: May 8 through September
Description: The project includes gas main and service relocations, reconstruction of sanitary sewer and laterals, storm sewer and laterals, water main and laterals, roadway, sidewalk and approaches, street lighting and restoration/landscaping.
September 11 to September 15: Grading contractor will continue to rough grade terraces. Restoration contractor will continue placing topsoil and seeding terraces and all areas disturbed during construction.
Traffic Impacts: Ledgeview Avenue is closed to through traffic. Residents, business owners, and customers may access properties past “ROAD CLOSED TO THRU TRAFFIC” signs. It is illegal to drive past a “ROAD CLOSED” sign or to move any construction barricades. Parking is not permitted on the street within the construction zone during working hours.
Third Street – Park Avenue to Everett Street
Schedule: August 9 through October
Description: The project includes gas main and service relocations, reconstruction of sanitary sewer and laterals, storm sewer and laterals, water main and laterals, roadway, sidewalk and approaches, street lighting and restoration/landscaping.
September 11 to September 15: Contractor will finish water service and sanitary lateral installation. They will begin storm sewer main installation mid-week.
Traffic Impacts: Third Street is closed to through traffic. Residents, business owners, and customers may access properties past “ROAD CLOSED TO THRU TRAFFIC” signs. It is illegal to drive past a “ROAD CLOSED” sign or to move any construction barricades. Parking is not permitted on the street within the construction zone during working hours.
